THE NTSB RECOMMENDS THAT THE RESEARCH AND SPECIAL PROGRAMS ADMINISTRATION OF THE U.S. DEPARTMENT OF TRANSPORTATION: Amend 49 CFR 192.617 to require that operators preserve to the extent practicable the accident site and its affected gas facilities until on-scene investigations have been completed.
