This final rule amends the Department's Hazardous Materials Regulations (HMR) to incorporate a number of changes to rail requirements based on rulemaking petitions from industry and RSPA initiatives. The intended effect of these regulatory changes is to improve safety and reduce costs to offerors and transporters of hazardous materials.
