On June 5, 1996, RSPA published a final rule which amended the Hazardous Materials Regulations to incorporate a number of changes to rail requirements based on rulemaking petitions from industry and RSPA initiatives. The intended effect of the June 5, 1996 rule is to improve safety and reduce costs to offerors and transporters of hazardous materials. This final rule corrects errors in that final rule and responds to petitions for reconsideration.
