"scopeCaveat": "This connector covers the complete current dedicated pipeline-safety Article 2 of 14 A.A.C. 5, R14-5-201 through R14-5-207, plus its codified Exhibit A, Form MM-04. The same chapter also contains 15 current railroad rules, one reserved railroad rule, and eight railroad appendices; all 24 are completeness-verified and explicitly excluded as unrelated transportation material. This corpus does not claim all Arizona excavation, utility, environmental, siting, railroad, federal, tribal, local, tariff, order, or enforcement law.",
"applicabilityCaveat": "Applicability depends on Arizona Corporation Commission jurisdiction, the definitions and exclusions in R14-5-201, intrastate or interstate status, commodity and facility type, public-service-corporation, municipality, provider, operator, or master-meter status, federal preemption and delegation, waivers, and each rule's express conditions. R14-5-207 and Form MM-04 address master-meter systems and small gas-distribution operators and should not be generalized to every pipeline operator.",
"incorporationCaveat": "R14-5-202 adopts fixed October 1, 2022 editions of 49 CFR Parts 40, 191, 192, 193, 195, and 199 with stated exclusions and Arizona modifications. The Article also incorporates fixed editions of ASTM, API, NACE/AMPP, and AGA/GPTC materials and PHMSA forms. References metadata does not reproduce incorporated material, supply later editions, resolve conflicts, or grant rights in third-party standards; verify the exact incorporated edition and Arizona modification in the official text.",
"publicationCaveat": "The canonical publication is the authenticated Arizona Secretary of State 14 A.A.C. 5 PDF, Supplement 24-2, through June 30, 2024. Because AZSOS may reject automated direct requests, the identical current chapter is retrieved from the Arizona Corporation Commission's official pipeline-safety publication endpoint. The searchable text is a derived OCR layer over the hashed official image PDF, not a substitute legal source. Arizona warns that rules may take effect before a quarterly supplement is released and that superseded material can remain relevant historically.",
"rights": "The Arizona Secretary of State states that online Code chapters are posted as a public courtesy for private use and directs resale or for-profit users to its commercial-use rules. Official availability does not resolve rights in authentication marks, agency seals, site presentation, forms, federal compilations, or incorporated private standards. Raw artifacts are retained for provenance; redistribution and commercial use require source-specific rights review.",
