(a) Absent a specific statute, rule, or Commission order which provides otherwise, all
rules in this Part 4 (the 4000 series) shall apply to all jurisdictional gas utilities,
gas master meter operators, and to all Commission proceedings concerning gas
utilities and gas master meter operators.
(b) The scope and applicability rules regarding appeals of local government land use
decisions are as stated in rule 4700.
