Rules 4400 through 4412 apply to residential customers, small commercial customers
and agricultural customers served pursuant to a LDC’s rates or tariffs. Rules 4400

through 4405 and rules 4407 through 4412 shall not apply to customers served under a
LDC’s transportation rates or tariffs. In its tariffs, a LDC shall define “residential,” “small
commercial” and “agricultural” customers to which these rules apply. The LDC may
elect to apply the same or different terms and conditions of service to other customers.
