Reserved sections and adjacent gas procurement, metering, gas-quality, pressure, and appliance-service rules remain inventory-only.",
"applicabilityCaveat": "The rules apply only within District of Columbia Public Service Commission jurisdiction and distinguish gas corporations from small master-meter operators. Facility, operator, intrastate status, federal preemption, waivers, and the section-specific text must be evaluated before use.",
"incorporationCaveat": "Section 2301 adopts 49 CFR Parts 190, 191, 192, and 199 without printing a fixed edition date in the compiled text. The connector records the reference but does not decide whether every later federal amendment is incorporated or silently substitute current federal text.",
"publicationCaveat": "The PSC-hosted Chapter 23 compilation is an official convenience compilation. Source notes identify D.C. Register rulemakings, but the PDF does not state a single certified current-through date; retrieval time is publication observation only.",
