PHMSA's Control Room Management FAQs explain how operators should apply 49 CFR 192.631 and 195.446. For fatigue mitigation, off-duty time excludes work, duties, meetings, training, and other operator assignments. Hours of service include controller activities, shift change and overlap, on-call duties, drills, meetings, training, reviews, and other work for the operator.
