Dunng the week of February 20, 2007, a representative of the Pipelme and Hazardous Matenals
Safety Admnustration (PHMSA) pursuant to Chapter 601 of 49 Umted States Code inspected
your hquefied natural gas (LNG) plant in Hopkinton, Massachusetts
As a result of the inspection, it appears that you have committed a probable violation of the
Pipeline Safety Regulations, Title 49, Code of Federal Regulations The items inspected and the
probable vtolatton is
1. I'1 193. 2619 Control systems.
(c)(2) Control systems that are intended for fire protection must be inspected and
tested at regular intervals not to exceed six months.
The following control components utihzed for fire protection require testing at intervals not to
exceed six months The required six month mspection and teshng interval for components of the
fire control system were exceeded as indicated in the table below

related senes of violations. Also, for LNG facilities, an additional penalty of not more than
$50, 000 for each violation may be imposed We have reviewed the circumstances and
supporting documents involved in this case, and have decided not to conduct additional
enforcement action or penalty assessment proceedings at this time We advise you to correct the
item identified in this letter Failure to do so will result in NSTAR/Hopkinton LNG Corporation
being sub) ect to addktkonal enforcement action

CPF I-2007-3005W. Be advised that all matenal you submit in response to tlus enforcement
