Dear Ms. Jones:
Between September 1 and October 31, 2013, inspectors from the New York State Department of Public
Service (NYSDPS), acting as agents for the Pipeline and Hazardous Materials Safety Administration
(PHMSA) pursuant to Chapter 601 of 49 United States Code inspected Arlington Storage Company,
LLC’s (ASC) (a subsidiary of Crestwood Midstream Partners LP) procedures for operations and
maintenance (O&M), for its Seneca Lake gas storage facilities, in Watkins Glen, New York.
As a result of the inspection, ASC was issued a Notice of Amendment on January 13, 2015, which
proposed amendment of your procedures.
ASC initially responded on March 13, 2015. ASC submitted amended procedures on March 17, 2015 and
May 15, 2015.
My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of
Amendment have been corrected.
This letter is to inform you no further action is necessary and this case is now closed. Thank you for your
cooperation.
