"Power Putty" is a silicone elastomer used in physical therapy for hand rehabilitation. You enclosed a Material Safety Data Sheet. Under § 173.22, it is the shipper's responsibility to properly classify a hazardous material. This office does not normally perform that function. However, based on the information you submitted, it is the opinion of this office that "Power Putty" does not meet the definition of a hazardous material, and thus, is not subject to the HMR.
