Dear Ms. Bost:
This is in response to your January 18, 2006 telephone conversation with a member of my
staff and subsequent letter requesting clarification regarding the marking requirements for
hazardous materials as specified under the Hazardous Materials Regulations (HMR;
49 CFR Parts 171-180). In your scenario, you ship non-bulk packages of corrosive and
flammable materials overseas by both air and vessel. Specifically, you ask if there are any
foreign or domestic requirements that require you to mark the outside of these packagings
with an indication of the mass.
This Office handles questions regarding the transportation of hazardous materials in
commerce as specified in the HMR. Under the HMR, there are no provisions that require
an indication of the mass on the outside of a non-bulk packaging containing either a
flammable or corrosive material.

RE: Mass statement requirement
Dear Mr Mazzullo:
Our company sends products overscas and in the US in fiberboard hoxes. Overseas we
mostly ship by Vessel and somc by Air. We have nonhazardous products and corrosive
(vessel) and flammable hazardous products. We ship nonbulk. We currently
have a mass statement on our boxes and want to remove it. Are there any requirements
to have a mass statement on the outside of the fiberboard boxes for US and foreign
shipping?
