Dear Director Mazzullo;

I have two questions regarding CFR-49 parts 172.602 and 172.604 Emergency Response
Telephone Number:
1.
What language must they speak when responding to an incident involving a spill,
etc.? The person monitoring the phones has to be bilingual 1 language in English?
According to 172.604 paragraph lof CFR-49 states "Monitored at all times"
Does that mean that an answering service or an answering machine can be used?
