Dear Mr. Ernst:
In your recent letter received November 10, 1979, you ask if it is necessary that the reinforced epoxy
resin pipe used in the Dresser Manufacturing Style 390 Meter Riser comply with all pertinent
requirements of the Federal safety standards, such as Sections 192.59, 192.121, 192.123, 192.513, and
Appendix B-1-ASTM D2517.
The Office of Pipeline Safety Operations does not endorse or certify proprietary items. As a segment of a
pipeline under the definition in Section 192.3, the epoxy resin pipe must comply with the requirements
mentioned above and any other appropriate requirements of Part 192. Where a material specification is
referenced by Part 192, it should be noted that only those editions listed in Appendix A or B are
acceptable. Later published editions are not acceptable until they are approved and added to the
appendices where appropriate.
Thank you for your interest in pipeline safety.
Sincerely,
SIGNED
Cesar DeLeon
Acting Director
Office of Pipeline
Safety Operations

Dear Mr. DeLeon:
Enclosed is information on the Dresser Style 390 Meter Riser manufactured by Dresser Manufacturing
Division of Dresser Industries, Inc. We are requesting an interpretation of this product meeting
regulations set forth in Part 192 Minimum Federal Safety Standards.
The Style 390 Meter Riser is purported to meet all requirements of the Regulation as stated in the
enclosed literature - Form No. 575-1. The literature states further that the Style 390 provides a gas
carrier of fiberglass reinforced epoxy pipe and that the carrier may be used at temperatures up to 150 F
as specified in the codes. The question - Is it necessary that the reinforced epoxy, as an integral part of
the product, comply with all pertinent requirements of the Federal Safety Standard such as:
Part 192.59
Part 192.121
Part 192.123 (d)
Part 192.513
Appendix BI ASTM D2517
We look forward to your interpretation.
Sincerely,
Luke Ernst
