Dear Mr. Dean:
This acknowledges your letter of November 3, 1976, proposing a rule change to 49 CFR
192.105(b). We accept your letter as a petition for rulemaking under 49 CFR 102.31 and assign
it Docket No. Pet. 76-26.
Upon completion of our review of the petition and other relevant considerations, we will notify
you of our decision whether to begin a rulemaking proceeding by issuing a notice in the Federal
Register for public comment or to deny the petition.

RE: Proposal By ASME Gas Piping Standards Committee to
Amend § 192.105(b)
Dear Mr. DeLeon:
Attached is a proposal by ASME to amend §192.105(b) along with a copy of the report
"The Effect of Tempering on the Mechanical Properties of Cold-Expanded Line-Pipe Steels" by
Battelle Columbus Laboratories, upon which the proposal is based. This proposal had been
submitted to the Office of Pipeline Safety earlier, and is being resubmitted in the interest of
expediting its consideration.
