Dear Trent:
Your letter dated February 7, 1979, requests my assistance in rerouting a 6-inch Liquefied
Petroleum Gas (LPG) pipeline which is to begin in Alabama and end at Patal, Mississippi.
Our safety regulations governing LPG pipelines (49 CFR Part 195) are designed to assure
public safety, but they do not provide for pipeline routing. DOT does not have statutory
authority to prescribe LPG pipeline routes nor does any other Federal agency have such
authority under current law.
Although we cannot prescribe the route, the Materials Transportation Bureau, which
carries out the pipeline safety functions in DOT, will assure that the proposed pipeline is
constructed and operated in compliance with the safety regulations,
