Mr. H. R. Garabrant, P.E.
Senior Utility Analyst
Oregon Public Utility Commission
Labor & Industries Bldg., #330
Salem, OR 97310
Dear Bob:
I appreciate receiving a copy of your letter of March 27, 1990, concerning Drug Program-Riser Valves
at Customer Meters. I concur with your comments to the operators in your area. We have adopted
the same approach and are advising operators throughout the United States that those individuals
terminating gas as indicated by your letter (boiler room attendant, firemen, police, etc.) would not be
required to participate in the drug program (Code of Federal Regulations, Part 199).
Thank you for the information and I look forward to our next meeting.
Sincerely,
Richard E. Sanders
Manager, Pipeline Safety Division
