Dear Mr. Sullivan:
As you requested, this is to confirm that the distillate and gasoline pipelines described in your
letter of November 4, 1994, to Donald E. Moore, did not come under the regulations in 49 CFR
Part 195 until August 11, 1994. Before that date, low-stress petroleum product pipelines were
not subject to those regulations (59 FR 35465; July 12, 1994).
