B. Under the authority of S. C. Code Ann. § 58-5-980 (1976), the commission herein establishes additional minimum safety standards, as noted infra. Such modifications reflect additional requirements to those established by 49 C.F.R., and are not to be construed as deleting the existing Federal requirement. C. Under the authority of S. C. Code Ann. § 58-5-960 (1976), the safety standards adopted by the commission apply to all gas systems. D. As criteria of accepted good safety practice, in addition to those of 49 C.F.R., as amended from time to time, the commission will use the applicable provisions of the standards listed in regulation 103-461.
