(a) All meters used in connection with gas metered service for billing purposes shall
be furnished, installed, and maintained by the utility.
(b) All equipment, devices, or facilities (including, without limitation, service meters)
furnished by the utility and which the utility maintains and renews shall remain
the property of the utility and may be removed by it at any time after
discontinuance of service.
(c) Each service meter shall indicate clearly the cubic feet or other units of service
for which the customer is charged for service through each meter. In cases in
which the dial reading of a meter, other than an orifice or other chart type meter,
must be multiplied by a constant or factor to obtain the units consumed, the
factor, factors, or constant shall be clearly marked on the dial or face of the
meter, if possible. In the alternative, the constant, constants, or factor, or the
method of calculating the constant, constants, or factor, shall be stated clearly on
a customer’s bill, with step by step instructions to allow customer to convert the
unit of measurement from the dial of the meter to the billing unit or billing
determinant on the bill.
