Baseline emissions, system-wide emissions, and reductions in emissions shall be based on the most recent clean heat workbook published by the","machine_formats":{"json":"https://regulus.evalyn.ai/document/co-ccr-4-723-4-4527.json","markdown":"https://regulus.evalyn.ai/document/co-ccr-4-723-4-4527.md"},"app_url":"https://regulus.evalyn.ai/document/co-ccr-4-723-4-4527","source_url":"https://www.sos.state.co.us/CCR/DisplayRule.do?action=ruleinfo&ruleId=2260&deptID=18&agencyID=96&deptName=Department%20of%20Regulatory%20Agencies&agencyName=Public%20Utilities%20Commission&seriesNum=4%20CCR%20723-4","body":"(a) Greenhouse gas emissions shall include methane and carbon dioxide emissions\nmeasured separately in metric tons and presented in carbon dioxide equivalent.\nBaseline emissions, system-wide emissions, and reductions in emissions shall\nbe based on the most recent clean heat workbook published by the Air Pollution\nControl Division, and approved by the Commission through rule or order, to guide\nthe proper calculation and reporting of both carbon dioxide and methane\nemissions.\n(I) For any utility that establishes its baseline emissions using default\nemission rate factors, the utility may petition the Commission as part of its\napplication to approve a clean heat plan, filed pursuant to rule 4729 or\n4734, to adjust its baseline emissions based on empirical data of\ndistribution system methane leakage emissions, provided that:\n(A) the measured leakage data utilizes advanced leak detection\ntechnologies and approaches, consistent with directives from the\nAir Pollution Control Division or the Commission; and\n(B) the utility continues to use advanced leak detection technologies\nand approaches for all future measurement years.\n(b) The utility shall calculate greenhouse gas emission projections and baselines to\ninclude the following components:\n(I) methane leaked from the transportation and delivery of gas from the gas\ndistribution and service pipelines from the city gate to its customer’s end-\nuse;\n\n(II) carbon dioxide emissions resulting from the combustion of gas by\nresidential, commercial, and industrial customers who themselves are not\notherwise subject to federal greenhouse gas emission reporting and\nexcluding all transportation customers; and\n(III) emissions of methane resulting from leakage from delivery of gas to other\nLDCs.","truncated":false,"body_characters":1750}
