Defined programmatic expense means company-wide programmatic\ninvestment in activities related to relocation or replacement of meters and\ncustomer-owned yard lines, or as otherwise ordered by the Commission.\n(c) “Gas infrastructure plan action period” means a three-year period beginning\nJanuary 1st of the year in which the gas infrastructure plan application filing is\nmade.\n\n(d) “Gas infrastructure plan informational period” means the three-year period\nfollowing the gas infrastructure plan action period.\n(e) “Gas infrastructure plan total period” means the gas infrastructure plan action\nperiod and the gas infrastructure plan informational period.\n(f) “Planned project” means any planned facility or an extension of an existing\nfacility, or a defined programmatic expense with a defined scope of work and\nassociated cost estimate that exceeds $3 million in utility capital investment in\n2020 dollars, or $2 million in utility capital investment in 2020 dollars for gas\nutilities with less than 50,000 full-service customers, as adjusted annually for\ninflation.\n(I) The dollar thresholds in paragraph (f) shall be adjusted for inflation\nannually on March 1 of each year, based upon the annual percentage\nchange in the United States Bureau of Labor Statistics Consumer Price\nIndex - Denver-Aurora-Lakewood as published by the Colorado\nDepartment of Local Affairs for the immediately preceding calendar year.\nThese adjustments shall be compounded annually. For reference, the\nCommission will post a notice on its website, https://puc.colorado.gov/, by\nMarch 15 of each year reporting the annual inflation adjustments\napplicable pursuant to this rule.","truncated":false,"body_characters":2070}
