The greenhouse gas emission\nreduction or greenhouse gas removal enhancement must be real, additional,\nquantifiable, permanent, verifiable, and enforceable. No recovered methane\ncredit may be issued if the greenhouse gas emission reduction or greenhouse\ngas removal enhancement that the credit would represent is required or\naccounted for by a proposed or final federal, state, or local rule or regulation.\n(g) “Recovered methane protocol” means a set of procedures and requirements\nestablished by the Air Quality Control Commission to quantify ongoing\ngreenhouse gas emission reductions or greenhouse gas removal enhancements\nachieved by a recovered methane project and to calculate and track the project\noutcomes.\n(h) “Small gas distribution utility” means a public utility providing gas service to\nninety thousand retail customers or fewer. “Small gas distribution utility” does not\ninclude a municipal gas distribution utility.","truncated":false,"body_characters":1954}
