(b) Baseline emissions, system-wide emissions, and reductions in emissions shall be calculated in accordance","machine_formats":{"json":"https://regulus.evalyn.ai/document/co-ccr-4-723-4-4728.json","markdown":"https://regulus.evalyn.ai/document/co-ccr-4-723-4-4728.md"},"app_url":"https://regulus.evalyn.ai/document/co-ccr-4-723-4-4728","source_url":"https://www.sos.state.co.us/CCR/DisplayRule.do?action=ruleinfo&ruleId=2260&deptID=18&agencyID=96&deptName=Department%20of%20Regulatory%20Agencies&agencyName=Public%20Utilities%20Commission&seriesNum=4%20CCR%20723-4","body":"(a) Clean heat targets shall align with the statewide greenhouse gas emission\nreduction goals set forth in § 25-7-102(2)(g), C.R.S., and shall be consistent with\n§ 40-3.2-108, C.R.S., et seq.\n(b) Baseline emissions, system-wide emissions, and reductions in emissions shall\nbe calculated in accordance with rules 4525 through 4528.\n(c) Baseline.\n(I) The utility shall calculate a baseline level of emissions for calendar year\n2015, calculated in accordance with rule 4527.\n(II) The utility shall exclude the emissions of customers, and to the extent\npracticable identify those customers and their associated load, that report\ntheir own greenhouse gas emissions to the United States Environmental\nProtection Agency under applicable federal law.\n(d) Targets.\n(I) The following clean heat targets apply for a gas distribution utility:\n(A) four percent reduction in greenhouse gas emissions in calendar\nyear 2025 as compared to a 2015 baseline, of which not more than\none percent (one-fourth of the emission reductions required to meet\nthe 2025 target) can be from recovered methane;\n\n(B) 22 percent reduction in greenhouse gas emissions in calendar year\n2030 as compared to a 2015 baseline, of which not more than five\npercent (five-twenty seconds of the emission reductions required to\nmeet the 2030 target) can be from recovered methane;\n(C) 41 percent reduction in greenhouse gas emissions in calendar year\n2035 as compared to a 2015 baseline; and\n(D) a jurisdictional gas utility’s clean heat plan may exceed the\nrecovered methane caps set forth above in subparagraphs (A) and\n(B) if the Commission finds that the utility otherwise could not cost-\neffectively meet the clean heat targets and that exceeding the\nrecovered methane caps is in the public interest.\n(II) No later than December 1, 2032, the Commission, in consultation with the\nAir Pollution Control Division, shall determine the mass-based clean heat\ntargets for years 2040, 2045, and 2050 using the 2015 baseline pursuant\nto § 40-3.2-108(11), C.R.S.\n(e) For clean heat targets beginning in year 2035, the maximum amount, if any, of\neach target reduction in greenhouse gas emissions that may be from recovered\nmethane shall be determined by the Commission if such maximum levels\npromote investment in Colorado communities, reduce greenhouse gas\nemissions, are cost-effective, and are in the public interest.","truncated":false,"body_characters":2369}
