{"operation":"document","citation":"4 CCR 723-4 Rule 4730","title":"Clean Heat Resources","source_type":"regulation","agency":"Colorado Public Utilities Commission","status":"current","official":true,"published_on":null,"effective_on":null,"summary":"(a) Clean heat resources include any one or a combination of the following resources: (I) demand side management programs in accordance with the demand side management provisions in these rules and as defined in § 40-1-102(6), C.R.S.; (A) the Commission shall collaborate with the Air Pollution Contr","machine_formats":{"json":"https://regulus.evalyn.ai/document/co-ccr-4-723-4-4730.json","markdown":"https://regulus.evalyn.ai/document/co-ccr-4-723-4-4730.md"},"app_url":"https://regulus.evalyn.ai/document/co-ccr-4-723-4-4730","source_url":"https://www.sos.state.co.us/CCR/DisplayRule.do?action=ruleinfo&ruleId=2260&deptID=18&agencyID=96&deptName=Department%20of%20Regulatory%20Agencies&agencyName=Public%20Utilities%20Commission&seriesNum=4%20CCR%20723-4","body":"(a) Clean heat resources include any one or a combination of the following\nresources:\n(I) demand side management programs in accordance with the demand side\nmanagement provisions in these rules and as defined in § 40-1-102(6),\nC.R.S.;\n(A) the Commission shall collaborate with the Air Pollution Control\nDivision to ensure that any emissions reductions achieved through\ngas demand side management programs are appropriately\naccounted for in accordance with § 25-7-102(2)(g), C.R.S.\n(II) recovered methane;\n(A) All recovered methane shall be represented by a recovered\nmethane credit, issued subject to a recovered methane protocol\napproved by the Air Quality Control Commission.\n(B) All recovered methane projects shall be located in Colorado and\nshall be delivered within Colorado through a dedicated recovered\nmethane pipeline or through a common carrier pipeline.\n\n(C) Any recovered methane credit or other tradable and severable\nmechanism representing the emission reduction attributes of a\nclean heat resource shall be retired in the year generated and may\nnot be sold by the utility or the utility’s customer.\n(D) A utility may count emissions reductions represented by the\nretirement of a recovered methane credit only if the credit was\nretired in its clean heat target year. A utility may only count\nemissions reductions represented by a methane credit one time\ntoward achieving any clean heat target.\n(E) Repairs to the utility’s distribution system shall be reviewed in\naccordance with the gas infrastructure planning rules 4550 through\n4555. In order to qualify as a clean heat resource, recovered\nmethane from such repairs must meet a recovered methane\nprotocol approved by the Air Quality Control Commission and be\ndetermined cost-effective by the Commission based on actual\nreductions in methane achieved.\n(III) green hydrogen;\n(IV) beneficial electrification programs, as defined in § 40-1-102(1.2), C.R.S.;\n(V) pyrolysis of tires that meets a recovered methane protocol approved by Air\nQuality Control Commission; and\n(VI) any other technology approved by the Commission that the Commission\nfinds is cost-effective and that the Air Pollution Control Division finds\nresults in a reduction in carbon emissions from the combustion of gas in\ncustomer end uses or meets a recovered methane protocol approved by\nthe Air Quality Control Commission.\n(b) A clean heat resource shall not include a change in service by a customer from\nsales service to transportation service. The Commission shall address changes\nfrom sales service to transportation service by the utility's customers as such\nchanges relate to baseline emissions, projected emissions, and clean heat\ntargets in evaluating whether a clean heat plan is in the public interest.","truncated":false,"body_characters":2746}
