(a) A minimum of 12 inches of clearance between below-ground Pipelines and all non- Operator owned below-ground Utilities shall be maintained, unless the: (1) Operator approves a variance; (2) Authority approves, in writing, prior to the Pipeline being Placed In Service, a variance for a clearance less than 6 inches; (3) Authority approves, in writing, prior to a non-Operator owned below-ground Utility being installed, a variance for a clearance less than 6 inches; and (4) Records of each approved variance include the reason for the variance, the location of the variance, clearance measurements and any protection measure utilized. (b) Below-ground Pipelines shall not be stacked vertically with other below-ground Utilities, except at crossings.
