The resulting gas cloud expanded over nearby homes and ignited, creating a large fireball that was heard and seen from miles away. About 10,253 barrels (430,626 gallons) of propane were released. As a result of the ensuing fire, two people were killed and seven people sustained minor injuries. Four houses were destroyed, and several others were damaged. About 71.4 acres of grassland and woodland were burned. A list of all 911 call centers along the Dixie Pipeline system is included as \"Attachment A.\" Additionally, Enterprise has collected the geo-spatial boundary for each 911 call center, along with the contact information for each emergency responder within that specific 911 call center boundary where the Dixie pipeline traverses. This information is used to identify the emergency responders that would most likely respond to an emergency along the Dixie Pipeline system, and to improve communications with these stakeholders. As a result of these efforts, we believe all action items taken on behalf of Enterprise regarding P-09-8 have been adequately addressed. Any PSAP not found on Dixie’s current mail list will be added. Dixie is also working with the National Emergency Numbering Association and representatives from the American Petroleum Institute, the Interstate Natural Gas Association of American, and other pipeline industry representatives to develop protocols on how to handle pipeline emergency calls that are received by PSAP’s. Once the protocols are developed, the National Emergency Numbering Association will distribute the protocols to all PSAP’s throughout the United States. We are pleased to note that, since then, you have worked to ensure that all 911 call centers are included in annual mailings and are invited to operator-sponsored training activities. We are also pleased that you have collected information that allows you (1) to identify the emergency responders who will most likely respond to an emergency along the Dixie Pipeline system and (2) to improve communication with them.
