Synopsis: THE NTSB HAS CONDUCTED A STUDY TITLED "SAFETY EFFECTIVENESS EVALUATION OF THE MATERIALS TRANSPORTATION BUREAU'S PIPELINE DATA SYSTEM," SEE-80-4, EVALUATING THE MANAGEMENT AND USE BY THE DEPARTMENT OF TRANSPORTATION (DOT) OF ITS GAS PIPELINE DATA SYSTEM. THIS STUDY EXAMINES THE TYPES OF DATA COLLECTED, HOW THE DATA SYSTEM OPERATES, AND HOW IT IS BEING USED BY THE DOT IN FULFILLING ITS RESPONSIBILITY FOR PROMOTING PUBLIC SAFETY REGARDING GAS PIPELINES. THE STUDY ALSO EVALUATES THE CHANGES TO THE DATA SYSTEM THAT ARE CURRENTLY BEING CONSIDERED BY THE DOT AND WHETHER FURTHER CHANGES ARE REQUIRED.

Communication Contents: RSPA LTR: THE INFORMATION SYSTEM DIVISION, WHICH IS NOW RESPONSIBLE FOR THE DAY-TO-DAY MANAGEMENT AND OPERATION OF THE HAZARDOUS MATERIALS INFORMATION SYSTEM, HAS INSTITUTED QUALITY CONTROL PROCEDURES TO VALIDATE INCOMING LEAK FORMS. THERE ARE SEVERAL ASPECTS TO THESE PROCEDURES WHICH DESERVE NOTICE. FIRST, THERE IS NOW DIRECT COMPUTER CODING CONVERSIONS OF DATA ELEMENTS CONTAINED ON THE FORMS WHICH, IN THE PAST, WAS DONE MANUALLY AND ENTAILED TRANSCRIPTION ERRORS. SECOND, THERE IS BEING ESTABLISHED A STATISTICAL SAMPLING PROCEDURE TO GENERATE EXCEPTION REPORTS ON INDIVIDUAL FORM-DATA ELEMENTS THAT EXCEED THE NORM; THIS PROCEDURE WILL FACILITATE FOLLOW-UP ACTION. THESE REPORTS WILL BE REVIEWED BY MTB PIPELINE PERSONNEL (E.G., PETROLEUM ENGINEERS) IN MUCH THE SAME MANNER AS IS CURRENTLY DONE WITHIN THE NTSB. AND THIRD, TRAINING OF THESE AND OTHER MTB ANALYSTS IN THE USE OF THE COMPUTER DATA SYSTEM IS NOW UNDERWAY.
