ON 7/21/97, A 20-INCH-DIAMETER STEEL NATURAL GAS TRANSMISSION PIPELINE OWNED AND OPERATED BY CITIZENS GAS & COKE UTILITY COMPANY (CITIZENS GAS) RUPTURED AND RELEASED NATURAL GAS NEAR AN INTERSECTION ADJOINING THE CHARTER POINTE SUBDIVISION IN INDIANAPOLIS, IN. THE GAS IGNITED AND BURNED, KILLING ONE RESIDENT AND INJURING ANOTHER. ABOUT 75 RESIDENTS REQUIRED TEMPORARY SHELTER. SIX HOMES WERE DESTROYED, AND ABOUT 65 OTHERS SUSTAINED DAMAGE SIGNIFICANT ENOUGH TO BE DOCUMENTED BY THE LOCAL INVESTIGATION TEAM.\n\nProbable Cause: The National Transportation Safety Board determined that the probable cause of this accident was the failure of Citizens Gas and Miller to have adequate controls in place to ensure that directional drilling operations carried out in the proximity of existing underground facilities would not cause damage to those facilities.\n\nNtsbnumber: DCA97FP005\n\nReport Number: PAB-99-02\n\nAddressee Name: American Society of Mechanical Engineers\n\nAddressee Status: Closed - Acceptable Action\n\nAddressee Date Closed: 2008-03-17\n\nAddressee Acronym: ASME\n\nAddressee Organization Type: A-Associations\n\nCommunication Date: 2002-04-26\n\nCommunication Type: Official Correspondence\n\nCommunication Contents: Letter Mail Controlled 05/20/2002 7:43:59 PM MC# 2020525 The I33 1.4 Section Committee on Pipeline Transportation Systems for Liquid Hydrocarbons and Other Liquids, and B3 1.8 Section Committee on Gas Transmission and Distribution Piping Systems have formulated wording to add to the B3 1.4 and B3 1.8 Codes respectively, to provide for an effective program for damage prevention of pipe due to directional drilling for both gas, and liquid pipeline transportation systems. Both B3 1.4 Section Committee (composed of 24 members), and B3 1.8 Section Committee (composed of 52 members) have already developed a proposal, items 41 l-01 -0 15 and AI99-0 17 respectively, addressing directional drilling guidelines. At this point the proposal is under review by the B3 1 Code for Pressure Piping Standards Committee (composed of 36 members). ASME encourages the public to review and comment on any proposed revision to our Codes and Standards. The formulated material can be reviewed for comment upon request. The B31.4 committee is currently developing new provisions concerning third party damage, specifically directional drilling. These new clauses will form part of existing requirements found under the B31.4 Code clauses 422, 434.2 and 434.13 The B31.8 committee is currently writing a new standard on damage prevention that would be used as a program for not just third party damage (such as directional drilling) but for damage prevention in general.\n\nAddressee Acronym: ASME\n\nAddressee Organization Type: A-Associations\n\nCommunication Date: 2007-11-06\n\nCommunication Type: Official Correspondence\n\nCommunication Contents: Letter Mail Controlled 11/13/2007 2:14:19 PM MC# 2070655: Ref:.
