Operators do not need to notify PHMSA solely because a controller exceeds hours-of-service, but must document the deviation. Additional fatigue risks must be addressed through the operator's fatigue mitigation program and available countermeasures should be used during extraordinary conditions.","truncated":false,"body_characters":473}
