Dear Mr. Wilson:
From August 4-8, 2008, a representative from the Pipeline and Hazardous Materials Safety
Administration (PHMSA), pursuant to Chapter 601 of 49 United States Code, conducted an
inspection of Portland Pipe Line Corporation’s (Portland) procedures for Liquid Integrity
Management (IM) Program in South Portland, Maine. As a result of the inspection, Portland was
issued a Notice of Amendment (NOA) on June 27, 2011.
On July 27, 2011, Portland submitted proposed amendments to its procedures. PHMSA
provided Portland additional time to incorporate those proposed amendments in its IM program
and submit them, along with other related existing procedures, for review. On September 30,
2011, Portland submitted its amended procedures and it appears that the inadequacies for Items
1A and 2A outlined in the above-referenced NOA have been corrected. Also, the existing
procedures pertaining to Item 3A appear adequate.
Therefore, this letter is to inform you no further action is necessary and this case is now closed.
