Dear Mr. Barger:
On August 22, 2011, a representative from the Pipeline and Hazardous Materials Safety
Administration (PHMSA), Office of Pipeline Safety (OPS), pursuant to Chapter 601 of 49
United States Code, conducted an on-site pipeline safety inspection of Dominion Transmission,
Inc.’s (Dominion) procedures in Perulack, Pennsylvania. As a result of the inspection, Dominion
was issued a Notice of Amendment (NOA) on July 13, 2012, which proposed amendment to its
procedures.
Subsequently, Dominion provided a response to this NOA, in a letter dated August 9, 2012. We
reviewed Dominion’s response and determined that it did not address the inadequacy we found
in its procedure. Therefore, we sent a letter, dated August 22, 2012, to Dominion, requesting it
to amend the procedure and submit the amended procedures to us for review. Dominion
submitted another letter dated, September 10, 2012, along with an amended procedure: SOP
060/09- Compressor Stations/Fixed Gas Detection and Alarm System. We have reviewed the
amended procedures and it appears that the procedures have been corrected.
Thus, this letter is to inform you no further action is necessary and this case is now closed.
