From March 12 to 16, 2012, representatives of the Pipeline and Hazardous Materials Safety
Administration (PHMSA), Office of Pipeline Safety (OPS), pursuant to Chapter 601 of 49 United States
Code inspected Buckeye Partners, L.P.’s (Buckeye) control room management procedures titled Control
Room Management Plan, February 24, 2012 in Breinigsville, Pennsylvania. As a result of this
inspection, Buckeye was issued a Notice of Amendment (NOA) on April 2, 2014 which proposed
amendment to its procedures.
Buckeye submitted its amended procedures on August 28, 2014. My staff reviewed the amended
procedures, and it appears that the inadequacies outlined in this NOA have been corrected.
This letter is to inform you no further action is necessary and this case is now closed. Thank you for your
cooperation.
