Dear Mr. Steidel:
Between June 3 and 6, 2013, inspectors from the Virginia State Corporation Commission (VA SCC)
acting as Agent for the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of
Pipeline Safety (OPS), pursuant to Chapter 601 of 49 United States Code inspected the City of
Richmond’s (City) operations and maintenance (O&M) procedures in Richmond, Virginia.
As a result of the inspection, the City was issued a Notice of Amendment on March 17, 2015, which
proposed amendment of your procedures.
The City submitted its amended procedures on April 16, 2015.
My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of
Amendment have been corrected.
This letter is to inform you no further action is necessary and this case is now closed. Thank you for your
cooperation.
