Dear Mr. Morganti,
From November 4, through May 8, 2013, a representative from the Pipeline and Hazardous
Materials Safety Administration (PHMSA), pursuant to chapter 601 of 49 United States Code,
conducted an on-site Control Room safety inspection of IMTT located in Bayonne, New Jersey.
As a result of the inspection, IMTT was issued a Notice of Amendment (NOA) on November 19,
2015, which proposed amendment of its procedures.
IMTT submitted its amended procedures on September 23, 2016. My staff reviewed the
amended procedures, and it appears that the inadequacies outlined in the NOA have been
corrected.
This letter is to inform you no further action is necessary, and this case is now closed. Thank
you for your cooperation.
