Item 1 of the Notice cited Crossroads for failing to follow its manual of\nwritten procedures by not ensuring stud bolts extend a minimum of one to three threads past\nthe nuts on each side of the flange, or 1.5 times the diameter of the stud bolts past the nut on\nthe working side of the flange, in nine documented instances as required by 49 C.F.R. §\n192.605(a).\nThis letter is to inform you that PHMSA hereby withdraws the Notice, without prejudice, and\nreserves the right to seek future enforcement action based upon the allegations in the Notice.
