Dear Mr Thorndyke,
On April 30 — May 2, 2007, representatives of the Pipehne and Hazardous Matenals
Safety Admuustration (PHMSA) pursuant to Chapter 601 of 49 United States Code inspected
Santee Cooper Rainey (SCR) procedures for Operations and Maintenance in Iva, South
Carolina
On the basis of the inspection, PHMSA has identified the apparent inadequacies found within
SCR's procedures as described below
I1192. 627 Tapping pipelines under pressure
Each tap made on a pipehne under pressure must be performed by a crew
quahfied to make hot taps,
SCR's Operation and Maintenance manual does not adequately address this procedure
I1192. 727 Abandonment or deacnvation of facihties
( a) Each operator shall conduct abandonment or deacnvation of pipelmes in
accordance with the requirements of this section.
SCR does not adequately address this procedure in its Operation dt Maintenance
manual

days of receipt of this Notice, this constitutes a waiver of your nght to contest the allegations in
this Notice and authonzes the Associate Administrator for Pipehne Safety to find facts as
alleged in this Notice without further notice to you and to issue a Final Order
If, after opportunity for a hearing, your plans or procedures are found inadequate as alleged in
this Notice, you may be ordered to amend your plans or procedures to correct the inadequacies
(49 C F R ) 190 237) If you are not contesting this Notice, we propose that you submit your
amended procedures to my office within 45 days of receipt of this Notice This penod may be
extended by wntten request for good cause Once the inadequacies identified herein have been
addressed in your amended procedures, this enforcement action wdl be closed

document you submit, please provide a copy in electroruc format whenever possible
