The item inspected\nand the probable violation is:\n§192.481 Atmospheric corrosion control: Monitoring.\n.... (c) If atmospheric corrosion is found during an inspection, the operator must\nprovide protection against the corrosion as required by Sec. 192.479.\nChevron did not adequately protect its pipeline facilities against atmospheric corrosion on\nthe Mobile Area Block 908 Platform and at the Main Pass Block 41L Platform.\nDuring the inspection, the PHMSA inspector observed and took photographs of\nsignificant atmospheric corrosion on pipe bodies, valve bodies, pipe and valve flanges,\nand on stud nuts used to connect flanges at both platforms. Some stud nuts were flaking\ndue to the corrosion degradation.\nUnder 49 United States Code, § 60122, you are subject to a civil penalty not to exceed\n$100,000 for each violation for each day the violation persists up to a maximum of\n$1,000,000 for any related series of violations. We have reviewed the circumstances and\nsupporting documents involved in this case, and have decided not to conduct additional\nenforcement action or penalty assessment proceedings at this time. We advise you to correct\nthe item identified in this letter. Failure to do so will result in Chevron Pipe Line Company\nbeing subject to additional enforcement action.\n\n\n\nNo reply to this letter is required. If you choose to reply, in your correspondence please refer\nto CPF 2011-2001W. Be advised that all material you submit in response to this enforcement\naction is subject to being made publicly available.
