WITHDRAWAL of NOTICE LETTER
CERTIFIED MAIL - RETURN RECEIPT REQUESTED

Mr. Richard Keyser
Sr. Vice President Operations
Texas Gas Transmission, LLC

Houston, TX 77046
CPF 2-2015-1004
Dear Mr. Keyser:
On August 11, 2015, the Pipeline and Hazardous Materials Safety Administration (PHMSA),
Southern Region, Office of Pipeline Safety (OPS) issued Texas Gas Transmission, LLC
(TGT) a Notice of Probable Violation (NOPV) for a probable violation of the federal pipeline
safety regulations in 49 CFR Part 192.
The NOPV pertained to TGT’s Guthrie Compressor Station in Louisiana. It cited TGT under
§192.163 for failing to have at least two gates in a fence surrounding the station.
On August 18, 2015, TGT responded to the NOPV in an email that included an overhead
photograph of the Guthrie Compressor Station showing that there were at least two gates in
the surrounding fence. While it unclear to me why TGT and the OPS inspector did not resolve
this issue during the inspection, it is also clear there was not a probable violation of the code.
Accordingly, the PHMSA Southern Region withdraws the NOPV and this case is now closed.
Sincerely,
Wayne T. Lemoi
Director, Office of Pipeline Safety
PHMSA Southern Region
