McGill\nPresident\nEnbridge Energy Partners, LP\n1100 Louisiana, Suite 3300\nHouston, TX 77002\nCPF 3-2007-1011M\nDear Mr. McGill:\nOn October 17-20, 2005, representatives of the Pipeline and Hazardous Materials Safety\nAdministration (PHMSA) and the Michigan Public Service Commission, pursuant to Chapter\n601 of 49 United States Code inspected your procedures for Enbridge Energy's Vector\nPipeline operation and maintenance in Griffith, IN.\nOn the basis of the inspection, PHMSA has identified the apparent inadequacies found within\nEnbridge Energy's (Enbridge's) Vector Pipeline plans or procedures, as described below:\n$192. 465 External corrosion control: Monitoring\n(d) Each operator shall take prompt remedial action to correct any deficiencies\nindicated by the monitoring.\nEnbridge's procedure in the Corrosion Control Book, Chapter 3, Section 6 needs to be\nclarified to indicate the timeframe for the remediation of deficiencies.\n\n\n\n2. f192. 715 Transmission lines: Permanent fieM repair of welds\nEach weld that is unacceptable under $192. 241(c) must be repaired as follows:\n(b) A weld may be repaired in accordance with $192. 245 whIe the segment of\ntransmission line is in service if:\n(1) The weld is not leaking:\n(2) The pressure in the segment is reduced so that it does not produce a\nstress that is more than 20 percent of the SMYS of the pipe; and\n(3) Grinding of the defective area can be limited so that at least 1/8-inch\n(3. 2 millimeters) thickness in the pipe weld remains.\nEnbridge's procedures in Book 4, Section 02-02-07 need to be clarified to address\nthese issues specifically for gas lines.\n3. f192. 727 Abandonment or inactivation of faciTities\n(b) Each pipeline abandoned in place must be disconnected from all sources and\nsupplies of gas; purged of gas; in the case of offshore pipelines, filled with water\nor inert materials; and sealed at the ends. However, the pipeline need not be\npurged when the volume of gas is so small that there is no potential hazard.\nEnbridge's procedures in Book 3, Section 06-02-04 need to clarify abandonment\nversus deactivated pipelines.\n4. $192. 751 Prevention of accidental ignition\nEach operator shall take steps to minimize the danger of accidental ignition of\ngas in any structure or area where the presence of gas constitutes a hazard of Are\nor explosion, including the following:\n(c) Post warning signs, where appropriate.\nEnbridge's procedures in Book 3, Section 03-02-03 needs to be clarified as to where\nwarning signs are posted.\nRes nse to this N tice\nThis Notice is provided pursuant to 49 U. S. C. $ 60108(a) and 49 C. F. R. $ 190. 237. Enclosed\nas part of this Notice is a document entitled Response Options for Pipeline Operators in\nCompliance Proceedings. Please refer to this document and note the response options. Be\nadvised that all material you submit in response to this enforcement action is subject to being\nmade publicly available. If you believe that any portion of your responsive material qualifies\nfor confidential treatment under 5 U. S. C. 552(b), along with the complete original document\nyou must provide a second copy of the document with the portions you believe qualify for\nconfidential treatment redacted and an explanation of why you believe the redacted\ninformation qualifies for confidential treatment under 5 U. S. C. 552(b). If you do not respond\nwithin 30 days of receipt of this Notice, this constitutes a waiver of your right to contest the\nallegations in this Notice and authorizes the Associate Administrator for Pipeline Safety to\nfind facts as alleged in this Notice without further notice to you and to issue a Final Order.\n\n\n\nIf, after opportunity for a hearing, your plans or procedures are found inadequate as alleged in\nthis Notice, you may be ordered to amend your plans or procedures to correct the\ninadequacies (49 C. F. R. $ 190. 237). If you are not contesting this Notice, we propose that\nyou submit your amended procedures to my of5ce within 30 days of receipt of this Notice.\nThis period may be extended by written request for good cause. Once the inadequacies\nidentified herein have been addressed in your amended procedures, this enforcement action\nwill be closed.\nYour staff has submitted revised procedures addressing all four items noted in this Notice.\nPHMSA has reviewed the amended procedures, and it appears that the inadequacies outlined\nin this Notice of Amendment have been corrected. Corrected procedures have been received\nin electronic format.\nNo further action is necessary and this case is now closed.
