Dairy Ashford\nRoom TA 2010\nHouston, Texas 74079\nCPF 3-2010-5005M\nDear Mr. Coffman:\nOn February 25, 2010, the Pipeline and Hazardous Materials Safety Administration (PHMSA)\nreceived a Safety Related Condition Report (SRCR) from ConocoPhillips Pipe Line Company\n(ConocoPhillips). During PHMSA Central Region’s activities following receipt of the SRCR,\npursuant to Chapter 601 of 49 United States Code, ConocoPhillips’ procedures were inspected for\nthe sufficiency of pressure reductions to be taken upon discovery of immediate repair conditions,\ni.e., metal loss greater than 80% of nominal pipe wall thickness. ConocoPhillips was issued a\nNotice of Amendment (NOA) on March 30, 2010, which proposed amendment of your\nprocedures.\nConocoPhillips submitted its amended procedures on May 5, 2010. My staff reviewed the\namended procedures, and it appears that the inadequacies outlined in this Notice of Amendment\nhave been corrected. The review of the amended procedure was limited to the item listed in the\nNOA and future PHMSA inspections will review the entire ConocoPhillips’ CPPL-MPR-4104,\n“General Line and Equipment Maintenance – Derating a Pipeline to a Lower Operating Pressure,”\nprocedure.\nThis letter is to inform you no further action is necessary and this case is now closed.
