P.\n1100 Louisiana, Suite 3300\nHouston, Texas 77002\nCPF 3-2011-1004W\nDear Mr. Maki:\nFrom November 15 to18, 2010, a representative of the Pipeline and Hazardous Materials\nSafety Administration (PHMSA) pursuant to Chapter 601 of 49 United States Code\ninspected your Vector Illinois/Indiana pipeline system near Chicago, Illinois.\nAs a result of the inspection, it appears that you have committed probable violations of the\nPipeline Safety Regulations, Title 49, Code of Federal Regulations. The items inspected\nand the probable violation(s) are:\n1. §192.735 Compressor stations: Storage of combustible materials.\n(a) Flammable or combustible materials in quantities beyond those required\nfor everyday use, or other than those normally used in compressor buildings,\nmust be stored a safe distance from the compressor building.\n\n\n\nDuring the field inspection of the Joliet Compressor Station, we observed a 4’ x 8’ sheet of\nfoam insulation in the building. This is a combustible material not required for everyday\nuse.\nUnder 49 United States Code, § 60122, you are subject to a civil penalty not to exceed\n$100,000 for each violation for each day the violation persists up to a maximum of\n$1,000,000 for any related series of violations. We have reviewed the circumstances and\nsupporting documents involved in this case, and have decided not to conduct additional\nenforcement action or penalty assessment proceedings at this time. We advise you to\ncorrect the items identified in this letter. Failure to do so will result in Vector being\nsubject to additional enforcement action.\nNo reply to this letter is required. If you choose to reply, in your correspondence please\nrefer to CPF 3-2011-1004W. Be advised that all material you submit in response to this\nenforcement action is subject to being made publicly available.
