Dear Mr. Fowler:
On December 8-10, 2010, representatives of the Pipeline and Hazardous Materials Safety
Administration (PHMSA) and the Kansas Corporation Commission (KCC) pursuant to Chapter 601 of
49 United States Code inspected KPC Pipeline, LLC’s (KPC’s) procedures for gas transmission
integrity management. As a result of the inspection, PHMSA issued a Notice of Amendment to KPC
on November 27, 2012, which proposed amendment of your procedures.
KPC Pipeline, LLC submitted its amended procedures on January 7, 2013. My staff reviewed the
amended procedures, and it appears that the inadequacies outlined in the Notice of Amendment have
been corrected.
This letter is to inform you no further action is necessary and this case is now closed. Thank you for
your cooperation.
