The Notice proposed finding that\nRespondent had violated a pipeline safety regulation in 49 C.F.R. Part 192 and proposed certain\nmeasures to correct the violation. Respondent did not contest the allegations of violation or\ncorrective measures.\nBased upon a review of all of the evidence, pursuant to § 190.213, I find that Respondent violated\nthe pipeline safety regulation listed below, as more fully described in the enclosed Notice, which\nis incorporated by reference:\n49 C.F.R. § 192.167(a)(4) (Item 1) ─ Respondent failed to provide, for five\ncompressor stations, emergency shutdown systems that were operable from at least\ntwo separate locations, each of which was located outside the gas area of the\ncompressor station and near the exit gates of fenced-in stations.\nThis finding of violation will be considered a prior offense in any subsequent enforcement action\ntaken against Respondent.\nThe Director has indicated that Respondent completed the actions proposed in the Notice to\ncorrect the violation. Therefore, it is not necessary to include the proposed compliance terms in\nthis Final Order.\nThe terms and conditions of this order are effective upon service in accordance with 49 C.F.R.\n§ 190.5.\nDecember 4, 2020\n___________________________________ _________________________\nAlan K.
