The CAO required EMPCO to develop a restart plan, effect a pressure\nrestriction on the affected segment, complete mechanical and metallurgical testing and failure\nanalysis, develop an integrity verification and remediation plan for the pipeline system, implement\nmitigative actions necessary for the safe operation of the pipeline, and submit quarterly reports\nwith all available data and results of testing and progress of the repairs or other remedial actions\nbeing undertaken. PHMSA was notified on April 28, 2017, that Permian Express Partners (PEP)\nacquired the asset from EMPCO with an effective date February 1, 2017.\nEMPCO/PEP has completed all requirements of the CAO. This letter is to inform you that no\nfurther action is contemplated with respect to the matters involved in this case, and this case is\nnow closed.
