The item inspected and the probable\nviolation is:\n1. §192.465 External Corrosion Control: Monitoring.\n(d) Each operator shall take prompt remedial action to correct any deficiencies\nindicated by the monitoring.\nAt the time of the field and records inspection, the PHMSA inspector found a low pipe to soil\ncathodic protection reading at M.P 23.7 on Line “C.” Records indicated that the reading had\nbeen out of compliance for the years 2011 and 2012 monitoring cycles.\nNorthern Natural corrosion and compliance personnel stated that they performed a short close\ninterval survey and found the low area to be about 500 feet in length. They are in the process of\n\n\n\nordering material to mitigate the situation and the installation is expected to be complete by June\n2013. We have reviewed the circumstances and supporting documents involved in this case, and\nhave decided not to conduct additional enforcement action or penalty assessment proceedings at\nthis time.\nNo reply to this letter is required. If you choose to reply, in your correspondence please refer to\nCPF 4-2013-1007W. Be advised that all material you submit in response to this enforcement\naction is subject to being made publicly available.
