As a result of these inspections a Notice of Amendment (NOA) was issued\non April 5, 2013 to Plains. Plains responded by letter dated May 9, 2013 with procedure\nrevisions and did not request a hearing. PHMSA reviewed the response and found that Plains\nhad summarized the procedures revisions but had not submitted revised procedures. On\nFebruary 27, 2014, PHMSA requested that the revised procedures be submitted for review. The\nPHMSA review of the procedures found that additional revisions were required. On March 12,\n2014, PHMSA identified the issues to Plains and requested that the Operator make additional\nrevisions.\nOn March 26, 2014, Plains provided via email, a proposed timeline for submitting the additional\nrevisions. Plains submitted via email proposed revisions to Items 3, 10, and 13 on April 1, 2014.\nThe proposed additional revisions for Item 7 were submitted by Plains on May 2, 2014, and for\nItem 4, May 28, 2014. Based upon a review of the Plains submissions, PHMSA has determined\nthat the procedural revisions made by Plains are acceptable.\nThis letter is to inform you no further action is necessary and this case is now closed.\nSincerely,\nR.
