PHMSA inspected procedures that are\nused for determination of seam failure susceptibility and assessment intervals as part of Phillips’\nIntegrity Management Plan. As a result of the inspection, Phillips was issued a Notice of\nAmendment (NOA) on July 2, 2015, which proposed amendment of your procedures.\nOn August 3, 2015, Phillips responded to the NOA, and requested a hearing. In a letter dated\nNovember 5, 2015, Phillips rescinded its request for a hearing on this matter and submitted the\nrequested procedural modifications. My staff reviewed the amended procedures, and the\ninadequacies outlined in this Notice of Amendment have been corrected.\nThis letter is to inform you no further action is necessary and this case is now closed.
