's procedures for cathodic protection in Pueblo, Colorado.\nOn the basis of the inspection, PHMSA has identified the apparent inadequacies found within\nColorado Interstate Gas Co. 's plans or procedures„as described below:\n$192. 605 Procedural manual for operations, maintenance, and emergencies\n(a) General. Each operator shall prepare and follow for each pipeline, a manual\nof written procedures for conducting operations and maintenance activities and\nfor emergency response.\n(b) Maintenance and normal operations. The manual required by paragraph (a)\nof this section must include procedures for the following, if applicable, to provide\nsafety during maintenance and operations.\n\n\n\n(2) Controlling corrosion in accordance with the operations and maintenance\nrequirements of Subpart I of this part.\n$192. 491 Corrosion control records.\n(c) Each operator shall maintain a record of each test, survey, or inspection\nrequired by this subpart in sufficient detail to demonstrate the adequacy of\ncorrosion control measures or that a corrosive condition does not exist. These\nrecords must be retained for at least 5 years, except that records related to\ng192. 465(a) and (e) and 192. 475(b) must be retained for as long as the pipeline\nremains in service.\n$192. 467 External corrosion control: Electrical isolation.\n(d) Inspection and electrical tests must be made to assure that electrical isolation\nis adequate.\nColorado Interstate Gas (CIG) procedures for corrosion control do not require electrical\nisolation tests at insulators, flanges, or connections. The procedures do not require\npersonnel to retain a record of electrical isolation tests as required by $192. 491(c); nor\ndo they provide criteria for when mitigation is required and what mitigation actions are\nrequired.\nRes onse to this Notice\nThis Notice is provided pursuant to 49 U. S. C. $ 60108(a) and 49 C. F. R. $ 190. 237. Enclosed\nas part of this Notice is a document entitled Response Options for Pipeline Operators in\nCompliance Proceedings. Please refer to this document and note the response options. Be\nadvised that all material you submit in response to this enforcement action is subject to being\nmade publicly available. If you believe that any portion of your responsive material qualifies\nfor confidential treatment under 5 U. S. C. 552(b), along with the complete original document\nyou must provide a second copy of the document with the portions you believe qualify for\nconfidential treatment redacted and an explanation of why you believe the redacted\ninformation qualifies for confidential treatment under 5 U. S. C. 552(b). If you do not respond\nwithin 30 days of receipt of this Notice, this constitutes a waiver of your right to contest the\nallegations in this Notice and authorizes the Associate Administrator for Pipeline Safety to\nfind facts as alleged in this Notice without further notice to you and to issue a Final Order\nIf, after opportunity for a hearing, your plans or procedures are found inadequate as alleged in\nthis Notice, you may be ordered to amend your plans or procedures to correct the inadequacies\n(49 C. F. R. $ 190. 237). If you are not contesting this Notice, we propose that you submit your\namended procedures to my office within 60 days of receipt of this Notice. This period may be\nextended by written request for good cause.
