Parker\nRegional Director\nGas Transmission Northwest Corporation\n1400 SW 5 Avenue\nPortland, OR 97201-7201\nCPF 5-2007-1013W\nDear Mr. Parker:\nOn June 11 — 15 and July 9 — 13, 2007, a representative of the Pipeline and Hazardous Materials\nSafety Administration (PHMSA), pursuant to Chapter 601 of 49 United States Code, inspected\nyour pipeline operations and maintenance records in Spokane, Washington and several field\nlocations in Oregon, respectively.\nAs a result of the inspection, it appears that you have committed a probable violation of the\nPipeline Safety Regulations, Title 49, Code of Federal Regulations. The items inspected and the\nprobable violation is:\n$192. 705 Transmission Lines: Patrolling.\n(a) Each operator shall have a patrol program to observe surface conditions on\nand adjacent to the transmission line right-of-way for indications of leaks,\nconstruction activity, and other factors affecting safety and operation.\n(b) The frequency of patrols is determined by the size of the line, the operating\npressures, the class location, terrain, weather, and other relevant factors, but\nintervals between patrols may not be longer than prescribed in the following table:\n\n\n\nClass\nlocation At highway and\nof line railroad crossin s\n1, 2 7 1/2 months; but at least twice\neach calendar ear\n4 1/2 months; but at least four\ntimes each calendar ear\n4 1/2 months; but at least four\ntimes each calendar ear\nMaximum interval between atrols\nAt all other laces\n15 months; but at least once each\ncalendar ear\n7 1/2 months; but at least twice\neach calendar ear\n4 1/2 months; but at least four\ntimes each calendar ear\n(c) Methods of patrolling include walking, driving, flying or other appropriate\nmeans of traversing the right-of-way.\nNo records were available at the time of the inspection to verify the quarterly patrols of\nClass 3 locations in Oregon within the intervals required by $192. 705 during late 2006.\nQuarterly patrol records were available for February 9, 2006, May 28, 2006, and\nSeptember 9e 2006, but the next date for a patrol record was March 22, 2007.\nUnder 49 United States Code, $ 60122, you are subject to a civil penalty not to exceed $100, 000\nfor each violation for each day the violation persists up to a maximum of $1, 000, 000 for any\nrelated series of violations. We have reviewed the circumstances and supporting documents\ninvolved in this case, and have decided not to conduct additional enforcement action or penalty\nassessment proceedings at this time. We advise you to correct the item identified in this letter.\nFailure to do so will result in Gas Transmission Northwest Corporation being subject to\nadditional enforcement action.\nNo reply to this letter is required. If you choose to reply, in your correspondence please refer to\nCPF 5-2007-1013W.
